Affordable Real Estate in Aspen, Colorado

Aspen is indeed a town that has an agenda that encompasses city hall, local schools, and the everyday goings on that typify any city of over 6,000. It is far from being totally based on the tourist industry. But with the median priced home at over $3 million dollars even "lawyers, teachers" and city officials have been priced out of the market. Though Aspen's affordable housing program is now over forty years old its attempts at making housing available for its full time residents who have to work, pay taxes and quite frankly can't afford an average priced property are only now making progress. It has a long way to go before it changes the make up of the market that has a history of being anything but affordable.
A seven figure asking price in Aspen normally doesn't bat an eye but Aspen has had to make sure its citizens and those that want to remain have an alternative for living and working within the city limits. "We've managed to keep a lot of people in town," says one city councilman when Aspen's affordable "housing prices hit the National News of the Weird."
The only thing weird about them is that they were way, way up and continuing to rise, so much so that many people who work there can't afford to live there.
Prices in Aspen, Pitkin County surrounding resort areas have been on the rise since "a painful drop in business in 2001." Aspen's "largest supply" of homes for sale in decades has changed the direction of their affordable housing initiative. Homes on the "high end" are still doing very well but Aspen's unique situation has prompted the construction of developments designed to satisfy "the employee-housing component of the county's affordable housing program."
The "North Forty Neighborhood" is Aspen's latest answer to the problem. Four bedroom units, 13 town homes and 59 home sites were sold to residents "employed year round in Pitkin County," the Aspen area. "Buyers paid $75,000 to $125,000" per lot. Appreciation for the homes is limited to 4 percent per year but with real estate in the Aspen area anomalies can and do happen. Most of the finished homes in the neighborhood are valued at close to $400,000 and a few for a million or more. "No vacation homes" are allowed in the subdivision and the cost of the $1,000,000 homes are way less than Aspen's current median and are a result of The Aspen Housing office raising "its original cap costs." Homeowners were allowed "greater expenditures after costs were outlined. It wasn't the first time that projects in Aspen went over budget and won't be the last but with increasing costs and diminishing housing supply even projects deemed as "affordable housing" are appreciating at a higher rate than the 4 percent they are limited to, just like the limited housing supply.
Despite the lack of affordable housing for those who need it, Aspen's market is doing extremely well. It's been transformed into "a rare buyer's market" with the size of it's inventory that will take time to exhaust. Though most of the activity is in the "high end" area developers have been busy with more affordable resort developments in Aspen as well as Winter Park, Grand County. Though the resort industry runs Aspen and its surrounding communities of Steamboat Springs, Beaver Creek, Breckenridge and Telluride there has been the increasing problem for citizens who help maintain these communities year round to find affordable housing. Though in Aspen, Pitkin County's program does make concession. Its concessions are short lived because of its space. Buyers must be local and appreciation for properties is limited to 4 percent per year" where as greater rates of appreciation would be gained on the open market. Then again we are talking about housing for year round residents and the working class who live there the whole year round rather than those who live lavishly for a few months a year.
Despite the policies instituted so that those working and not making "high end" salaries can have an opportunity to own their own home Aspen's problem is far from solved. There is no "subsidized housing for families making over $130,000 a year," and not many choices for those below that. Though "residence ownership programs" are available for some buyers, for the majority those option "are still millions and millions of dollars" out of their reach.
